The objective of the operations of the Institute consists in initiating, undertaking and providing support for activities aimed at:

1) honoring and commemorating persons – living, deceased or murdered – who have performed meritorious service for the Polish Nation, both in Poland and abroad, through the cultivation of memory or the provision of assistance to Polish citizens or Poles of different citizenship who were victims of Soviet or German Nazi crimes, of crimes motivated by nationalism, or of other criminal acts constituting crimes against peace or humanity, or war crimes, this during the period from 8 November 1917 to 31 July 1990;

2) conducting research in the field of historical sciences and interdisciplinary studies utilizing tools available to the humanities and the social sciences, and in particular studying, documenting and broadening the knowledge of totalitarian systems and of Nazi and Communist crimes committed in the 20th century;

3) gathering, elaborating and making available the accounts of victims and witnesses of totalitarian crimes, and disseminating knowledge about the subject.
